The African Center for Economic Transformation (ACET) has announced an exciting opportunity for experienced professionals passionate about digital inclusion, economic transformation, disability advocacy, and policy leadership across Africa. ACET is currently recruiting a Technical Lead for its Inclusive Digital Economy Project under the Digital Futures Program, an initiative aligned with the Mastercard Foundation’s Young Africa Works strategy in partnership with Sightsavers.

This consultancy-based leadership role offers professionals the opportunity to contribute directly to Africa’s digital transformation agenda while influencing inclusive digital policies across the continent. The position is based in Accra, Ghana, with remote flexibility, making it suitable for highly qualified experts across Africa and globally.

About the Inclusive Digital Economy Project

The Inclusive Digital Economy Project forms part of the broader Digital Futures Program, which seeks to improve access to meaningful employment opportunities for young people with disabilities across Africa. The project recognizes that disability inclusion, diversity, and equitable access to digital opportunities are essential pillars of Africa’s economic transformation journey.

The program is designed to run for five years and focuses on several strategic interventions, including:

  • Expanding IT Bridge Academies
  • Strengthening Business and Disability Networks (BDNs)
  • Supporting inclusive policymaking at national and continental levels
  • Building evidence-based approaches to digital inclusion
  • Influencing African Union digital transformation agendas

ACET plays a major role in driving regional policy engagement and advocacy within the project.

Core Focus Areas of the Project

1. Understanding the Digital Inclusion Landscape

One of the major responsibilities under the project involves establishing an African Digital Economy Policy Monitor or Observatory. This initiative will track the development, parliamentary approval, implementation, and effectiveness of inclusive digital policies across African countries.

The Technical Lead will oversee:

  • Mapping digital inclusion policies across Africa
  • Identifying major stakeholders in digital inclusion ecosystems
  • Coordinating policy monitoring systems
  • Supporting data collection and platform updates
  • Managing reporting and long-term maintenance of the observatory

This component is expected to generate valuable evidence on what works in digital inclusion and accessibility policies across the continent.

2. Learning, Research, and Knowledge Sharing

Another key component of the project centers on research and peer learning. The selected Technical Lead will coordinate research activities including:

  • Cross-country policy comparisons
  • Macroeconomic modeling
  • Scenario planning
  • Inclusive digital economy policy analysis
  • Development of case studies and research outputs

The project also aims to organize virtual peer-learning sessions and policy dialogues that bring together experts, governments, institutions, and stakeholders from different regions.

These engagements will help countries learn from global best practices and strengthen national policy reforms related to digital inclusion and accessibility.

3. Policy Influencing and Continental Advocacy

ACET also seeks to drive high-level policy engagement with the African Union and regional institutions. The project intends to activate a continent-wide dialogue around inclusive digital economy policies and support implementation of the African Union Digital Transformation Strategy.

The Technical Lead will help:

  • Identify strategic AU and regional stakeholders
  • Build partnerships for policy engagement
  • Lead advocacy campaigns
  • Coordinate virtual policy engagements with governments and institutions
  • Promote inclusive digital transformation frameworks across Africa

This role places the consultant at the center of Africa’s evolving digital policy ecosystem.

Responsibilities of the Technical Lead

The successful candidate will provide both strategic and operational leadership for the project. The role requires balancing technical expertise, project management, stakeholder engagement, and policy influence.

Key responsibilities include:

  • Leading and coordinating all aspects of the Inclusive Digital Economy Project
  • Supervising project consultants and staff
  • Representing ACET at donor events, advocacy meetings, and stakeholder engagements
  • Managing relationships with partners and donors
  • Monitoring outcomes and reporting progress
  • Supporting communication outputs, policy briefs, and media engagements
  • Ensuring timely delivery of project outputs

The consultancy engagement will involve approximately 110 working days per year, averaging around nine days monthly.

Required Qualifications and Experience

ACET is seeking a highly experienced professional with strong expertise in:

  • Digital economy policy
  • Economic transformation
  • Inclusion and disability advocacy
  • International development
  • Stakeholder coordination
  • Public policy leadership

Applicants should possess:

  • At least 10 years of relevant professional experience
  • Strong understanding of Africa’s digital policy ecosystem
  • Demonstrated experience managing high-level initiatives
  • Excellent communication and representation skills
  • Ability to work with multiple stakeholders across countries
  • Flexibility for regular travel

French and Arabic language skills are considered an advantage but are not mandatory.
