The European Partnership for Democracy (EPD) is seeking to contract a research coordination core team of consultants to guide and coordinate the research process for the 1st edition of the Global Youth Political Participation Index (GYPPI).
About the organisation
EPD is a non-profit organisation supporting democracy globally, working to advocate and act for democratic values around the world. The Youth Participation in Public Affairs project of the EU’s Women and Youth in Democracy Initiative aims to improve youth enfranchisement, empowerment, and inclusion in democratic processes at all levels.
Assignment:
The research coordination core team of consultants will assist in
- identifying country-specific consultants,
- coordinating the research process,
- training and guiding local consultants,
- data collection and management,
- peer review,
- writing reports,
- and disseminating findings.
The key dimensions of youth inclusion and participation to be analyzed include social and economic inclusion, participation in elections, and involvement in civic society and social movements.
Expected Results:
The consultants are expected to submit a detailed work plan, progress updates, dataset and peer review report, draft key findings and summary report, and final report on youth political participation.
Dates
The assignment will run from 1 November 2024 to 30 April 2025, with the potential for extension for the second edition of the GYPPI in 2025/2026.
Qualifications:
The consultancy team should have expertise in research, methodology development, statistical analysis, youth inclusion, democracy, and experience working in various countries.
The team should consider national/regional specificities, gender and intersectionality, and adhere to EU definitions and key youth issues in the scoping studies.
Funding:
The budget for the assignment is EUR 70,000, including VAT and other related costs.

- CVs of the research team,
- a technical proposal outlining the division of work,
- and a financial offer with all expenses included.
The application will be evaluated based on technical and financial criteria, with a focus on the team’s qualifications and proposed approach.
