The U.S. Department of State has officially opened applications for its Pathways Student Trainee (Program Analysis) positions within the Bureau of Consular Affairs, Overseas Citizens Services (OCS). This highly competitive program offers students paid opportunities to explore federal careers while completing their education. Positions are located in Washington, D.C., with 7 vacancies currently available.

This program serves as a critical talent pipeline. Upon successful completion of all academic and program requirements, participants may be eligible for a non-competitive conversion into a permanent federal career or a career-conditional position within the competitive civil service.

Critical Application and Deadline Information

Compensation, Location, and Work Schedule

  • Salary Range: $57,736 to $91,815 per year.

  • Work Schedule: Full-time is highly preferred. However, a minimum of 40 hours per biweekly pay period is required to maintain eligibility in the program. Core hours typically require arrival in the morning and departure 8.45 hours later (standard hours are generally 8:15 a.m. to 5:00 p.m.).
  • Telework: Situational telework agreements may be permitted, subject to supervisory approval.
  • Travel: Not required, with only occasional travel if specific needs arise.

Role Overviews and Bureau Divisions

Selected trainees will be embedded within the Bureau of Consular Affairs, Directorate of Overseas Citizens Services. OCS is responsible for creating policy and monitoring both emergency and non-emergency protective services for American citizens living or traveling abroad.

Vacancies are distributed across three primary office environments:

1. The OCS Front Office (CA/OCS/FO)

Trainees in this unit assist with managing the production of written information, action items, and informational memoranda flowing from approximately 200 employees across OCS. This material travels through the Consular Affairs Front Office up to Seventh Floor Principals. Trainees act as direct informational liaisons, review draft materials, and alert leadership to significant diplomatic events or high-profile issues.

2. The Office of American Citizens Services and Crisis Management (CA/OCS/ACS)

Trainees are assigned a broad spectrum of operational duties to help oversee day-to-day consular operations for all U.S. embassies and consulates globally. This office designs and implements the precise diplomatic initiatives that protect U.S. nationals abroad during major international crises or routine emergency scenarios.

3. The Management Support Unit (CA/OCS/MSU)

Trainees in this unit report directly to the Unit Chief, contributing to strategic planning, Freedom of Information Act (FOIA) processing, workforce management, data sharing, data integration, business analytics, and website support. This office also coordinates federal benefits/obligations programs abroad and manages the OCS After-Hours Crisis Duty Program.

Strict Position Requirements and Conditions of Employment

To maintain eligibility and consideration for these federal roles, all candidates must meet the following baseline conditions:

Educational Qualifications by Grade Level

Applicants will be evaluated and placed into specific GS pay grades based on their academic achievements by the closing date of the announcement:

GS-07 Level

Candidates must meet at least one of the following criteria:

  • Completion of one full academic year of graduate-level education.
  • Possession of a bachelor’s degree alongside eligibility under the Superior Academic Achievement (SAA) provision. To qualify for SAA, you must have a bachelor’s degree from an accredited institution and meet one of these marks:
    • A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses, or those completed during the final two years of undergraduate study.
    • A GPA of 3.5 or higher on a 4.0 scale for all courses within the major field of study, or those major courses completed during the final two years of study.
    • Class standing in the upper one-third of the graduating class within the college, university, or major subdivision.
    • Election to membership in a national honor society recognized by the Association of College Honor Societies (excluding freshman honor societies).

GS-09 Level

Candidates must meet at least one of the following criteria:

  • Completion of two full academic years of graduate-level education.
  • Possession of a master’s degree or an equivalent graduate degree.

Important Accreditation Details

All degrees and certificates must be issued by institutions recognized by the U.S. Department of Education. Undergraduate certificates must contain a minimum of 30 semester hours (or 45 quarter hours), and graduate certificates must contain at least 18 semester hours (or 27 quarter hours). The Department of State does not accept certificates credited with Continuing Education Units (CEUs). Education completed in foreign universities is acceptable only if the applicant provides explicit, official evidence at the time of application showing that the foreign education is directly comparable to an accredited U.S. education program.

The Evaluation and Assessment Process

The federal hiring system utilizes a multi-tiered review process to categorize applicants based on their qualifications:

  • The Crediting Plan Score: Human resources and systems will review your online assessment responses and resume to verify minimum qualifications. Eligible applicants are assigned a score between 70 and 100.
  • Subject Matter Expert (SME) Review: Resumes of top-scoring candidates undergo a rigorous manual review by an SME. The SME evaluates specialized experience directly from the text of the resume.
  • Quality Categories: Applicants are ultimately separated into three distinct tiers:
    • Qualified (Q): Meets minimum requirements and shows basic competency in core knowledge, skills, and abilities (KSAs).
    • Well Qualified (WQ): Shows high proficiency in some, but not all, required competencies and KSAs.
    • Highly Qualified (HQ): Demonstrates complete proficiency in all required competencies and KSAs for the position.

Step-by-Step Application Instructions

Step 1: Prepare Your Two-Page Resume

Your resume is subject to an absolute page limit. Resumes longer than two pages will be deemed completely ineligible and will be excluded from all further consideration. Your resume must include:

  • Completed coursework detailing specific unit/credit hours.
  • Accurate academic standing and cumulative GPA.

Step 2: Gather Academic Transcripts

Unofficial transcripts are acceptable for the initial application phase. High school students must submit their most recent report card. Your academic files must clearly show your name, the school’s name, your specific degree program, your current/cumulative GPA, and all past and current coursework.

Step 3: Provide Proof of Enrollment and Graduation Dates

  • Enrollment: You must upload documentation proving class registration or enrollment for the Fall 2026 semester. If you are graduating in Fall 2026, you must upload an official acceptance letter to a subsequent qualifying program for the Spring 2027 semester to ensure continuous student eligibility.
  • Graduation Proof: Your transcripts or uploaded documentation must explicitly state a projected graduation date that occurs after the Spring 2027 semester.

Step 4: Include Veteran Documentation (If Applicable)

  • 5-Point Preference: Submit a legible copy of your DD-214 (Member Copy 4 is preferred) showing honorable discharge and active-duty dates. Active duty members must provide an official branch letterhead certificate confirming service dates and an expected discharge date occurring no later than 120 days after the certificate’s submission.
  • 10-Point Preference: Submit a completed Standard Form 15 (SF-15) alongside all official supporting documentation, such as a formal letter from the Department of Veterans Affairs.
