About the Engaged Democracy Initiative Response Hub

The Response Hub is a flexible funding mechanism created by the European Fund for the Balkans through the Engaged Democracy Initiative.

The program provides micro-financial and non-financial support to civic groups and initiatives in the Western Balkans that are working to strengthen democratic processes, protect human rights, and promote accountable governance.

Supported projects must align with one of the EDI thematic focus areas:

• Human Rights

• Environment

• Media

• Public Spaces

• Decent Work

Through this initiative, the fund aims to empower organizations that play a critical role in defending democratic institutions and promoting the public interest.

Grant Categories Available

Applicants can choose from five grant categories, each designed to address different needs within the civic sector.

1. Social Urgency Grants (Up to €7,000)

Social Urgency Grants support rapid-response civic actions during critical social, political, or environmental moments.

These grants help organizations react quickly to events such as:

• Emergency advocacy campaigns

• Protests against harmful developments

• Community mobilization during local crises

• Rapid policy response initiatives

By providing fast funding, the program ensures civic voices remain active during moments when timely action is crucial.

2. Organizational Urgency Grants (Up to €700)

Many grassroots organizations face operational challenges due to unexpected financial gaps. Organizational Urgency Grants help cover essential operational costs, allowing organizations to remain active.

Eligible expenses may include:

• Electricity

• Internet services

• Rent

• Heating or utilities

These grants act as a lifeline for organizations experiencing short-term financial pressure.

Note: Organizations may receive this grant only once per calendar year, and a limited number of awards are available.

3. Innovation Grants (Up to €5,000)

Innovation Grants support experimentation and creative problem-solving within the civic sector.

These grants provide resources for organizations to:

• Pilot new civic engagement approaches

• Test digital transparency tools

• Develop innovative communication strategies

• Experiment with new community outreach models

Projects can run for up to six months, encouraging learning, testing, and iteration.

4. Travel Grants (Up to €1,500)

Travel Grants enable civic actors to connect with regional and international networks, strengthening collaboration and knowledge exchange.

Funds may cover:

• Travel costs

• Accommodation

• Participation fees

Eligible activities include:

• International conferences

• Advocacy meetings in regional capitals or Brussels

• Specialized training workshops

These grants help activists build regional solidarity and strategic partnerships.

5. Organizational Development Grants (Up to €2,000)

Organizational Development Grants help civic groups strengthen their institutional capacity and long-term sustainability.

Supported activities may include:

• Strategic planning sessions

• Development of organizational bylaws

• Financial management training

• Internal governance improvements

The goal is to enhance the organizational backbone needed to manage larger projects and challenges.

Eligibility Criteria

The program is open to applicants from the Western Balkans Six (WB6) countries:

• Albania

• Bosnia and Herzegovina

• Kosovo

• Montenegro

• North Macedonia

• Serbia

Eligible Applicants

• Registered non-governmental organizations (NGOs)

• Informal movements or grassroots initiatives

• Regional civil society networks

Informal groups may apply through:

• A Fiscal Host (a registered NGO), or

• Consultancy contracts.

Financial Guidelines

Applicants should consider the following financial conditions:

• Grant amounts are gross, meaning all applicable taxes and bank fees must be included in the requested budget.

• Informal groups using a fiscal host may allocate up to 7% of the total grant to cover administrative and accounting costs.

Application Language

Applications are accepted in English. However, applicants may also submit proposals in their local language and translate them using an online tool.

Rapid Review and Decision Process

The Response Hub is designed to provide quick and efficient decisions.

• Rolling Applications: Submissions are accepted throughout the year.

• Final Deadline: September 3, 2026

Decision Timeline

• Social Urgency Grants: Decision within 48 business hours

• All other grant categories: Decision within 15 days

All applications are reviewed by an Independent Selection Committee.
