The Foreign Agricultural Affairs Officer (Trainee) role with the Department of Agriculture’s Foreign Agricultural Service (FAS) is currently open for applications, with the submission window from September 16, 2024, to October 16, 2024. This position offers a salary range of $68,405 – $128,956 per year, with a pay scale of GS 9 – 12.

Based in Washington, D.C., the job requires frequent travel (over 76%), and although it is not remote, telework is available under the agency’s policy. The appointment is a term of up to 18 months with the possibility of extensions up to four years.

The Foreign Agricultural Service (FAS) is a dynamic foreign affairs agency with approximately 90 offices worldwide, committed to promoting agricultural trade, market intelligence, policy, and food security. Foreign Service Officers (FSOs) in FAS play a critical role in advancing U.S. agricultural interests globally. They work across various functions including trade promotion, market analysis, and policy development, often alternating between international postings and headquarters in Washington, D.C.

Key Responsibilities:

FSO Trainees begin their journey with extensive training in Washington, D.C., under the supervision of senior officers. The roles of FSOs span a variety of areas, such as:

  • Market Development: Administer trade missions, develop strategies, and foster relationships with domestic agricultural groups.
  • Market Analysis: Provide insights on global agricultural production, consumption, and trade, and contribute to USDA’s export programs.
  • Trade Policy: Address barriers to trade, including tariffs and non-tariff measures, to improve market access for U.S. agricultural products.
  • Food Security: Support capacity-building and food assistance programs, contributing to broader development goals.

Qualifications:

To qualify, applicants must meet educational and experience requirements depending on the grade level. For instance:

  • GS-09 Level: Requires one year of specialized experience equivalent to GS-07, or a relevant master’s degree.
  • GS-11 Level: Demands specialized experience equivalent to GS-09, or three years of progressively higher-level graduate education.
  • GS-12 Level: Focuses on more advanced experience, particularly in trade policy analysis, market trends, and statistical analysis.

Additional Requirements:

Applicants must be U.S. citizens and meet several conditions, including passing a background check, securing a top-secret security clearance, and committing to worldwide availability for postings. FSOs are expected to serve abroad, sometimes in locations where family members cannot join due to political instability.
