The Commonwealth Climate Finance Access Hub (CCFAH) is seeking a National Climate Finance Adviser to support Lesotho in enhancing its capacity to access international climate finance. This initiative is crucial for the country to achieve its climate adaptation and mitigation goals. The selected candidate will be based in the Lesotho Meteorological Services (LMS) and work closely with relevant ministries and stakeholders to strengthen institutional mechanisms for accessing and managing climate finance.
Project Overview
The project aims to improve Lesotho’s ability to secure international climate funding by developing local capacity and facilitating South-South cooperation. The adviser will support the LMS in accessing climate finance and mainstreaming climate change across national plans. Key responsibilities include:
- Developing project proposals for climate finance funding.
- Preparing operational manuals and procedures for the Climate Change Fund.
- Establishing climate insurance mechanisms for key economic sectors.
Key Responsibilities
The adviser will collaborate with the climate finance focal point in the Ministry to:
- Support capacity-building efforts in proposal development, project management, and climate finance strategies.
- Coordinate with stakeholders, including government agencies and international development partners.
- Ensure compliance with Lesotho’s legal frameworks and government policies.
Required Qualifications and Experience
To be considered for this role, candidates must have:
- A postgraduate degree (Master’s essential) in Climate Change, Environmental Studies, Economics, Natural Resources Management, Energy, Project Management, or related fields.
- At least 8 years of experience in climate policy development, project management in climate change, energy, forestry, biodiversity, agriculture, or technical assistance.
- Demonstrated knowledge of climate finance and experience in resource mobilization, stakeholder engagement, and working with international partners.
- Experience working in developing countries, with a preference for those who have worked in Africa.
