CALL for Gender Equality Project Concepts in the Pacific Developing Member Countries (DMCs)

Background of the Project Concepts:

• Gender issues in Pacific DMCs vary due to intersecting factors such as economic development, social norms, and legal frameworks
• Disparities in gender equality persist across the region, including low women’s political representation and high rates of gender-based violence

Objectives

• Focus on implementing new strategies to accelerate gender equality in the Pacific to achieve SDG 5
• Invite CSOs to submit proposals aligning with ADB’s gender equality and socioeconomic development objectives

Scope and Focus

• Projects should align with ADB’s operational priorities and SDG 5 transformative gender agenda priorities, including:
  • -eliminating violence against women and girls;
  • -recognizing, reducing, and redistributing unpaid care and domestic work;
  • -emphasizing sexual and reproductive health and rights;
  • -encouraging women’s participation in decision making and leadership;
  • -creating access to economic and productive resources, and ICT;
  • -legal or institutional reforms for protecting women’s rights;
  • -changing gendered social norms.

Funding

• Funding available for projects ranging from $50,000 to $200,000 for eligible CSOs operating in Pacific DMCs

Requirements

• Eligible applicants include CSOs registered and operating in the Pacific, international NGOs with local ties, and commercial firms collaborating with CSOs
• Requirements include a demonstrated record of working with vulnerable communities and coordinating with government objectives

Selection

• Projects initiatives that employ digital-based solutions are encouraged.
• Proposed projects should also be compatible with ADB’s Pacific Approach where it is recognized that gender equality is critical for realizing socioeconomic development across the region.
• A Project Concept Note, of up to six pages, should outline the objectives and activities of the project to be developed and implemented. The Project Concept Note should include:
  • A rationale for the proposed project
  • A brief outline of the project’s objective, outputs and key activities
  • An indicative budget
  • A capacity statement reflecting expertise in the relevant area and brief resumés of key personnel proposed for the project (may be as an attachment)
  • One reference from a previous project funder or partner organization
  • Identification of the target group of beneficiaries in the population or community
  • Geographical coverage
  • Timeline (within 24 months it should be completed)

Deadline

• Submission deadline is 7th October 2024
• Shortlisted applicants notified by second week of November 2024, with full proposals due mid-December 2024
• Contracts to be awarded in 1st quarter 2025, with project implementation beginning in 2nd quarter 2025
